Report of the Secondary Education Commission 1952-53 (Mudaliar Commission)
Introduction:
Secondary
Education Commission was appointed on 23rd September 1952 by government of
India & it submitted its report on 29th August 1953 in 240 pages
consisting of 15 chapters. The chairman of this commission A.L.S Mudalia &
A.N. Basu as secretary & other members were K.L. Shrimali, K.G. Sayadin,
M.T. Vyas, prof. Jhon, Srimati Hansa. The major recommendation of this
commission are given below.
Aims of Secondary Education:
I.
Development of democratic citizenship
II.
Improvement of vocational (one stands its own feet)
efficiency
III.
Development of personality
IV.
Education for Leadership
Re-organization of Secondary Education:
It recommend
that the secondary education should be for children between 11 to 17 years.
Junior secondary stage of 3 years & Higher secondary stage of 4 years. It
suggested abolition of intermediate classes (+2). The 12th classes
should be attached to the University Education & 11th classes
should be added to the high school.
Multi-purpose school should be establish according to the
varring interest of the students.
Agriculture should be made compulsory subject for school for
village & horticulture & animal hushandary should also be taught.
Technical school should be open near the industrial
institution.
Home science should be made compulsory for girls & other
subject should be common for both girl & boys.
Residential schools should be established in rural areas.
Language Study:
The mother
tongue or the state language should be made the medium of instruction. The student
should be taught 2 languages as the junior high school stage. It also suggested
that at the secondary stage at least 3 languages should learn by pupils. One
rational language (mother tongue), national language (Hindi), international
language (English).
Curriculum:
According to the
commission the curriculum should touch the life of the students. It should have
enough scope for variety.
It should have related to the community life & train the
students to work for leisure (recreational time).
At middle school stage following subjects are recommended.
I.
English
II.
Mother tongue
III.
Social studies
IV.
General science
V.
Mathematics
VI.
Art & Music
VII.
Craft etc.
For higher
secondary school the commission has suggested diversified courses, language,
social studies, general science, mathematics, one craft to be chosen out of 10
crafts.
Selection of text book:
According to the
commission a high power committee should be form to select books for all the
classes. The high power committee consist of-
I.
A judge of high court
II.
A vice-chancellor of an university
III.
A member of public service commission
IV.
An eminent head master of the state
V.
Two distinguished educationalist
VI.
The DPI of the state
Single text book should not be prescribed for any subjects of
study. Reasonable number of books should prescribed for study
There should be no frequent changes of text books.
Methods of Teaching:
Methods of
teaching should not merely aim at imparting knowledge in thorough manner. It
should also aim at inculcating desirable value in the students. It should try
to create in the students the real attachment of work. Emphasize should seek
from verbalization & memorialization of learning.
Examination System:
The subject of
examination & evaluation occupies important place in the field of
education. It is necessary for parents & teachers to know from time to time
how the public progressing 7 what their attainments are any particular stage.
In this connection external examination should be reduced by introducing
objective test.
School record should be maintained indicating
the progress of each pupils from time to time.
There should be
only 1 public examination at the completion of secondary school course.
Teachers Training:
The commission
has recommended that for junior classes at least higher secondary
matriculate/intermediate qualification with 2 years of training. For senior
classes at least graduation & 2 years of training. For M.Ed courses
teachers having B.Ed with 3 years of training experience should be admitted.
Improvement of Teachers Status:
A responsible
uniform selection procedure for the teachers should be followed for all types
of schools. The policy of same pay for the same work should be adopted. Teacher
should be given triple benefits-

Provident fond
·
Life insurance
for economic security. The retirement age for the teacher
should be 60 years. Free medical service & free education should be provide
to the children of the teacher. Post graduate qualification are required for
teacher for intermediate colleges.
Guidance and Counselling:
Educational
authority should be given better attention for education guidance for the
students. Trained guidance officer & carrier master should be appointed in
secondary schools. The government should be undertake the responsibility of
opening training centers.
Duration of Session & Leave:

The school should be open at least for 200 days in a
year. The school in rural areas should be closed for 7 days at the time of
harvesting.

The number of holidays should be reduced & the
summer vacation should be for 2 months.
·
At least 35 hours should be devoted for teaching in
per week.
·
10 to 15 days of leave for students for local holidays
Arrangement of building & library:
·
School building should be away from the hub &
noise of cities. The school building should be adequately ventilated.
·
A class should not consists of more than 40 students.
·
There should be proper desk chair for the schools.
·
There should be a well-equipped reading room in each
school where the students get newspaper, periodicals, magazines & other
literature & general Knowledge.
